This film is made of Polyvinyl Alcohol (PVA or PVOH). It dissolves fast when it comes into contact with water. It is biodegradable and non-toxic (not approved for food).

Used for:

The film variant of PVA is used mainly for dissolvable packaging. It is heat sealable and is therefore convenient for packaging products in dissolvable bags. It is used for sanitary laundry bags that dissolve in the washing machine. It is also used for fishing bait, where a PVA-bag filled with bait is put on the hook. When the bag lands on the river bottom it breaks down, leaving the hook surrounded by bait.

Details:

The film is available in many grades. Dissolution times, dissolution temperature, strength, stiffness, and cosmetics can be modified. It is sold as film, but semi-finished products such as bags are also available.

Idea:

Use it to package an accurate dosage of material to be mixed with water.

How long does it take this polymer film to dissolve in sea water?

It depends a lot on the temperature of the water, but at water temperatures between 10 and 20 degrees celcius the material will dissolve within a couple of minutes.
Is this safe to consume?

The polymer film is not certified for human cunsumption. But there are other products that are - check for example https://www.notpla.com/
How big can you make bags that are water soluble? How strong are they? Could they be used as grocery bags or trash bags?

The material comes on rolls, so it is possible to make very large bags. The film has mechanical properties similar to normal plastics and the strength depends on the thickness of the film. They can be used for grocery bags as long as you don't get them wet.
I'm looking for a film that is water-soluble in 1-3 min. Is this a product that you have?

We only have the described sample. The manufacturers can adjust the formulation of the polymer to control the dissolution time.
PVA plastic dissolves if it comes in contact with water (example: finish dishwasher tablet coating ) my question is does it emit any vapors or fumes or does it just dissolve in the water without any other reaction?

It just dissolves with no visible reaction, similar to the way sugar dissolves in water.
Will this still lead to plastic entering our waterways? Plastic is still an issue - even if it is tiny!

How quickly does this dissolve? Is it available as clear plastic?

The time it takes to dissolve depends on the water temperature and how agitated the water is.
The sample we stock dissolves within a minute or two in lukewarm water.
Our sample has a yellowish tint, but some variants of the material are more clear.
